TO ALL INTERESTED AGENCIES, GROUPS, AND PERSONS:
On or about May 15, 2026 the Borough of Wildwood Crest, Cape May County, will submit a request to the New Jersey Department of Community Affairs (NJDCA) to release funds under Title I of the Housing and Community Development Act of 1974, as amended (PL 93-383), for the following project.
Project Title: ADA Compliance – Wildwood Crest Fishing Pier
CDBG FY 2026 Small Cities Project
Purpose of Project: Removal of architectural barriers to comply with ADA
Project Location: SEQ CHAPTER h r 1Wildwood Crest Fishing Pier – Heather Avenue
Estimated Cost: $400,000 CDBG ($6,107,700 inclusive of all costs)
Environmental comments in accordance with the National Environmental Policy Act (NEPA) in anticipation of funding not yet received.
Additional project information is contained in the Environmental Review Record (ERR). The ERR will be made available to the public for review either electronically or by U.S. mail. Please submit your request by U.S. mail to the Wildwood Crest Municipal Clerk’s Office, Municipal Building, 6101 Pacific Avenue, Wildwood Crest, NJ 08260 or by email to pfeketics@wildwoodcrest.org. PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Municipal Clerk’s Office, Municipal Building, 6101 Pacific Avenue, Wildwood Crest, NJ 08260 or by email to pfeketics@wildwoodcrest.org. All comments received by May 14, 2026 will be considered by the Borough of Wildwood Crest prior to authorizing submission of a request for release of funds.
RELEASE OF FUNDS
The Borough of Wildwood Crest certifies to the NJDCA that Don Cabrera in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to environmental review process and that these responsibilities have been satisfied. NJDCA’s approval of certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the Borough of Wildwood Crest to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
NJDCA will accept objections to its release of funds and the Borough of Wildwood Crest’s certification for a period of 15 days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the certifying officer of the Borough of Wildwood Crest; (b) the Borough of Wildwood Crest has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR 58 before approval of a release of funds by NJDCA; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to NJDCA at Small Cities Program, Division of Housing and Community Resources, P.O. Box 811, Trenton, New Jersey 08625or by email to Bradley.Harrington@dca.nj.gov. Potential objectors should contact NJDCA to verify the actual last date of the objection period.
